Proposing jval as release-manager for ragnaroek

If you've been following Ragnaroek Midgard issue-tracker recently, you probably noticed, that a lot of stuff is organised by jval there.
He does a lot of QA and de-facto he is the one who tells us, when next release is ready to be packaged.
So, I propose to assign "Ragnaroek Release Manager" title to Jarkko Ala-Louvesniemi.
His tasks will be:
1) assigning bugs to milestones
2) prioritise bugs
3) ping developers, who has to commit something critical for the next release
4) do QA testing
5) announce release date, compile release notes
Those are things he mostly does, anyway. Idea is to fill the gap between "de facto" and "de juro".
Midgard Association creation process is still not finished, so we don't have formal procedure for these kinds of decisions.
